Why We Built This
The American fire service has a data problem. Across the country, roughly 70% of fire departments are volunteer or combination departments — understaffed, underfunded, and equipped with software designed for large urban departments with dedicated IT staff and six-figure budgets. The tools that exist are too expensive, too complicated, and too disconnected from how volunteer firefighters actually work.
The consequences show up in ISO ratings. The Insurance Services Office (ISO) evaluates fire departments on a 1–10 scale — and that rating directly affects what every homeowner, business, and municipality pays for insurance. A poor rating can mean thousands of dollars in extra premiums for an entire community every year. And most of the gap between where a department is and where it could be comes down to one thing: documentation.
Pre-incident planning — the systematic survey and documentation of buildings before emergencies happen — is one of the highest-leverage activities a fire department can do. It improves firefighter safety. It improves ISO scores. It gives building owners a stake in their community’s protection. But most departments are still doing it on paper, in spreadsheets, or not at all — because no one built them the right tool.
Freedom From Dissonance exists to change that. We’re building a mobile-first, field-practical pre-incident planning platform built specifically for the departments that have been left behind — simple enough for a volunteer to use mid-shift, powerful enough to move the needle on ISO ratings, and affordable enough that a department running on a $50,000 annual budget can actually say yes.

Who We Serve
Our primary focus is volunteer and combination fire departments — the 70% of U.S. fire departments serving smaller communities that have been overlooked by enterprise software vendors. We built PrePlan Pro for the chief who is also a volunteer, the department running on grants and bake sale proceeds, and the community that deserves the same level of protection as any city.
